I'd say it depends on how natural it looks; if it makes you look like you're wearing lipstick, then it is; if not, then it is not; it would just be a health product, like a cream (which you could also use to make the lips look more shiny and healthy).Is lip gloss and lip balm makeup?
Anything you put on your face nowadays is considerd makeup hahaha. Yes it is. If you put foundation on, and eyeliner, fake eyelashes, and all that-including lipgloss, you have a full head of makeup yay :D

i would say lip gloss yes and lip balm generally no.
I think that lip balm if its tinted or whatever and you are using it to make your self look nice then yes but if its to help lips etc then not really.
Yes lip gloss is make up but lip balm is not makeup lip balm is for dried lips.
